Dockerize hatch.surf homepage

- Created Dockerfile using nginx:alpine to serve static files
- Created docker-compose.yml for easy local development
- Added .dockerignore to exclude unnecessary files
- Updated README with Docker instructions
- Tested locally to ensure site runs correctly
